Noise margin measure

Another function is been added to the TV Explorer.

Noise Margin value indicates how many dB's you could degrade the MER of a signal in order to reach VBER equal to QEF (2.10^-4) or in other words how far we are from the QEF in terms of MER.

The MER of the signal in this picture, could still
be degraded additional 8.4 dB to get to the
VBER limit of acceptance 2.10^-4.
